The loose grocery buggies/baskets are out of control in HAMMOND. The streets are filled with grocery buggies containing trash, clothing, and other abandoned items. The influx of abandoned buggies/baskets is alarming and disrespectful to the community. We deserve better than this and these deserted, dusty buggies are not that.
